Seen other lists that put Thailand in the top ten countries to retire to.
The visitors attitude has a lot to do with the experience. The average drunk Brit who thinks it's amusing to walk round at night shirtless, pick a fight with club bouncers for not letting him in, then stagger off to deface a few portraits of HM, would probably not have a happy holiday.

 

On the danger to divert the thread. I don't know In Oz, USA or UK. But in Germany it is possible making things somewhat easier by throwing money at your kid, but that's about it. Buying a Diploma - that will be pretty difficult. I never heard about it.
